• First, assemble wheel shaft and wheels to frame, then insert large holed washers and split pin for locking.
• Then assemble the bottom plate to frame, bolted three places to frame using bolt/nuts/washers.
• Then assemble two hook brackets using bolts/nuts/washers to either A or B positions to suit the height of your recycle bins.
